F.O. "Rick" Evans

Mr. Evans spent the past decade at The Irvine Company as President of
the Retail Division. His responsibilities included development,
operations, merchandising and new concept development for the retail
division. During his tenure, he was instrumental in remerchandising
Fashion Island, expanding The Market Place in Tustin, California to 1.6
million square feet and conceptualizing and developing The Irvine
Spectrum Center in Irvine, California. This project began the
entertainment retailing revolution in the U.S. and has become a
mainstream shopping center concept. Prior to The Irvine Company, Mr.
Evans spent 26 years at The Rouse Company, one of the largest shopping
mall operators in the U.S., where as Senior Executive of Western
Operations, he was responsible for over 18 million square feet of retail
properties. His most recent venture, the formation of The Evans Company
launched with his son Fred Evans in early 2002, is a development and
third party property management company. They are currently developing
University Village, a 24-acre master planned business center and retail
development in Palm Desert, CA; and Euclid Plaza, a 14-acre
neighborhood, grocery anchored center in Chino, situated in one of the
most dynamic neighborhoods within Riverside and San Bernardino counties.
Mr. Evans is currently a past Trustee of the International Council of
Shopping Centers (ICSC).
Fred Evans

Mr. Evans graduated from The University of Southern California in 1994
with a Bachelor of Science degree in Economics. Prior to attending The
University of Southern California he worked at The Rouse Company as
Promotions Assistant which gave him hands on experience in traditional
regional center marketing, team building, consensus maintenance and
operations. Immediately following his graduation from The University of
Southern California, Mr. Evans spent three years with PM Realty Group as
Property Manager establishing their retail division, which resulted in
an additional half million dollars of revenue in the first twelve
months. In 1998 he spent two and a half years as the General Manager of
Chino Spectrum Marketplace in Chino, California a property owned by the
Principal Financial Group and managed by Donahue Schriber. His efforts
earned the project First Place for the Best Commercial Landscape in the
State of California. Mr. Evans was hired by Madison Marquette as the
General Manager of Manhattan Village in Manhattan Beach, California,
following the sale of Chino Spectrum Marketplace. While at Manhattan
Village he was able to establish new operating procedures, reorganize
the maintenance programs and increased the Net Operating Income by two
hundred and fifty thousand dollars. Mr. Evans joined his father in the
formation of The Evans Company in early 2002, which is a development and
third party property management company. They are currently developing

Bob West

Mr. West became a partner in The Evans Company in 2006. He has spent the
past thirty years as the founding and managing partner of West, Davis
and Company, a full service CPA Firm focusing on providing consulting
services to the real estate development industry, and as a partner in a
number of real estate development ventures. Bob holds MBA and BBA
degrees in Accounting and has been a practicing CPA since 1976. He was
honored in 1988 as “CPA of the Year” in Austin, Texas
Recent real estate projects that Mr. West has developed as managing or
co-managing partner include the Falconhead Golf Club community, a 450
acre mixed use development including a PGA Tour “Signature Series” golf
course and the 44 acre Cypress Ridge at Onion Creek – on the banks of
Onion Creek and the 27 hole golf course of Onion Creek Club the original
home of the “Legends of Golf”. Mr. West has also built and sold
speculative single family residential homes, owned and managed a
commercial office building, as well as owned managed and sold at various
times over 40 multi-family residential units.
Mr. West’s responsibilities with West, Davis and Company have included
providing consulting services to a number of large and well know
mixed-use real estate development companies. These include Lumbermen’s
Investment Company, a subsidiary of Temple-Inland, Inc., Bon-Terre
Residential, a subsidiary of Hunt Oil Company, and International
Development Management, a developer of regional malls and power
centers.. The firm’s clientele includes companies with annual operating
budgets well in excess of $100,000,000.
Mr. West has been a community leader in Austin for many years. He served
on the Austin Independent School District Board of Trustees from 1988
through 1992. He served as Vice-President of the Board from 1990 through
1992 and represented the District in Bond rating interviews in New York
with Moody’s and Standard and Poor’s. During his tenure the annual
operating budget for which the Board was responsible was approximately
$400,000,000. In addition, Bob served as the founding Chairman of the
Travis County Education District, a political subdivision of the State
of Texas created by the State Legislature. He has also served on the
Boards of the Austin/Travis County Private Industry Council, a Federally
sponsored jobs training project, Project A+, an IBM sponsored project
aimed at improving education in the United States, and those of numerous
other community and professional organizations. |
